The management survey
A management survey locates, as far as reasonably practicable, the asbestos containing materials that could be damaged or disturbed during normal occupation of the building, including routine maintenance. It is largely visual with a limited number of samples, it grades each material for condition and risk, and it produces the asbestos register and the management plan. It is the survey most offices, schools, hospitals and factories need, and it is repeated or reviewed whenever the condition of a material changes or at least annually.
The refurbishment and demolition survey
Before any refurbishment, alteration or demolition, a fully intrusive refurbishment and demolition survey is required for the area of work. Surveyors break into floors, ceilings, ducts and voids to find every asbestos containing material in the path of the works so it can be removed or made safe first. The area must be vacated during the survey and is handed back only after it is confirmed safe. No contractor should start opening up a pre 2000 building on the strength of a management survey alone.
The asbestos register
The register lists each identified or presumed material, its location, type, quantity, condition, the risk score and the action taken. Under the Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations 2006 the person in control of the premises must make this information available to anyone liable to disturb the material, which means contractors, maintenance staff and cleaners must be shown it before they start.
