Regulation 5 requires an employer, before beginning demolition, maintenance, refurbishment or removal work in premises that may contain asbestos, to take all reasonable steps to identify presumed asbestos containing materials and to assess the risk. If there is any doubt, the material is presumed to contain asbestos and the work is planned accordingly.
Where exposure is possible, a written risk assessment and a plan of work are required, setting out the methods, the controls, the equipment and the waste route. Work with asbestos, other than low risk sporadic work on materials in good condition, must be notified to the Health and Safety Authority at least fourteen days before it starts. Removal of sprayed coatings, lagging and insulating board is the highest category and is carried out only by competent contractors with enclosures, decontamination units and air monitoring.
Exposure must be reduced to the lowest level reasonably practicable and never exceed the limit value of 0.1 fibres per cubic centimetre of air as an eight hour time weighted average. Controls include wet methods, enclosure, local exhaust ventilation, respiratory protective equipment and decontamination. Employees who are exposed receive health surveillance and their exposure is recorded and kept for forty years.
Regulation 20 requires appropriate training for every employee who is or may be exposed to asbestos dust, before the work and at regular intervals, covering the properties of asbestos, the health effects, the products likely to contain it, safe work practices, protective equipment, emergency procedures and decontamination. Asbestos waste is hazardous waste under the Waste Management Acts: double bagged and labelled, moved by a permitted carrier and disposed of only at licensed facilities.
