Any building, plant or structure built or refurbished before the year 2000 may still contain asbestos containing materials (ACMs). Legal requirements for construction sites

Under the Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations 2006 and 2010 (SI 386/2006 and SI 589/2010), construction employers have clear duties:

  1. Information and training - Workers who may disturb ACMs must receive asbestos awareness training before they start work. This is a legal requirement, not an optional extra.
  2. Asbestos identification - The presence of asbestos must be identified before work begins, using the asbestos register and an asbestos survey for the building where one is required.
  3. Risk assessment - A written assessment must consider where ACMs may be present, their condition, and how the planned work could disturb them.
  4. Do not disturb - If asbestos is suspected, work must stop. Higher-risk asbestos work is reserved for specially trained or licensed contractors.
  5. Reporting - Suspected ACMs and any accidental disturbance must be reported immediately so the area can be isolated and assessed.

There is no safe level of asbestos exposure. A single disturbed ceiling tile or length of pipe lagging can release millions of fibres - which is why recognising and not disturbing asbestos is the most important skill on any older site.

Where asbestos is found on construction sites

Asbestos was used in thousands of building products until it was fully banned in Ireland in 1999. On older sites, the most common asbestos containing materials tradespeople disturb include:

  • Sprayed coatings and lagging - Pipe and boiler insulation and sprayed fire protection are among the most dangerous, highly friable ACMs.

Asbestos Awareness and Safe Pass

All construction workers in Ireland must hold a valid Safe Pass card to work on site. Safe Pass introduces asbestos as a hazard, but it does not provide the detailed asbestos awareness training the regulations expect for workers who may disturb ACMs.

Staying safe around asbestos on site

Preventing asbestos exposure on construction sites takes more than training alone - it needs planning, the right information and a culture where everyone checks before they cut, drill or strip out.

Check before you start: STOP-CHECK-REPORT

Before any work that could disturb the fabric of an older building, stop and check the asbestos register and survey for the area. If asbestos is present or suspected, do not start. Report it to your supervisor so the material can be assessed and, where needed, removed by a licensed contractor. A few minutes checking can prevent a lifetime of harm.

If you accidentally disturb a suspected ACM, stop work immediately, keep others away, do not sweep or clean up, and report it straight away so the area can be isolated and tested.

If asbestos is found

Most higher-risk asbestos work in Ireland must be carried out by trained or licensed asbestos contractors.
